Job Description

 

JOB TITLE:  CSC Communications Manager

ORGANIZATIONAL RELATIONSHIP: The CSC Communications Manager reports directly to the Center for Schools and Communities Director.

JOB DEFINITION: The CSC Communications Manager has primary responsibility for developing and implementing a comprehensive and effective marketing/communications strategy that serves to enhance public awareness of the Center and promote its mission, programs and services. This includes oversight of all public relations, external and internal communications functions, such as publications, both print and web-based, brochures, reports, conference related materials, as well as educational resources. This position will also provide day-to-day supervision of assigned staff

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Public Relations, Marketing and Outreach:

  • Develops and implements marketing plans by using theories, principles and practices of media production, communication, dissemination techniques and methods of public relations, including alternative ways to inform via written, oral, and visual media.
  • Ensures consistent communication of CSC image and position within the marketplace by understanding professional and industry standards and practices.
  • Develops and maintains positive relationships with appropriate state press offices, media contacts, professional organizations, vendors and sub-contractors
  • Develops and distributes press releases, media alerts and other external communications to media outlets.
  • Develops and maintains a comprehensive listing of media outlet contacts, professional organizations, other distribution contacts, vendors and sub-contractors.

Communications:

  • Develops and implements communications strategies.
  • Oversees the development of content for internal and external communications, including managing the content and appearance of all Center websites in conjunction with the technology team.
  • Oversees the editorial direction including written content, design, production and distribution of all CSC communications.
  • Oversees the design and implementation of digital learning opportunities including synchronous and asynchronous learning, teleconferences, video conferences, Podcasts, Flash videos, and other mediums as they become available.

Project Planning:

  • Oversees the design, development and completion of all CSC publications in print and electronic formats, including but not limited to complex written reports, annual reports and other materials intended to promote the services and programs of CSC.
  • Provides technical direction to managerial, professional, and technical staff in developing and implementing marketing, communications and customer service functions.
  • Oversees and works with program staff to develop appropriate project action plans and timelines for project completion.
  • Develops and adheres to project budgets.
  • Develops and implements standards for selecting resource development sub-contractors and monitors all sub-contractor work.
  • Evaluates all projects thoroughly and keeps Director apprised of the progress of all assigned projects.

Project Management and Supervision:

  • Supervises Resource Development staff.
  • Provides staff appraisals and staff development plans for assigned staff.
  •  Assures compliance with contracts and regulations.
  • Conducts regular team meetings to facilitate communication and project implementation.

Liaison:

  • Develops and maintains contact with appropriate Central Susquehanna Intermediate Unit staff, other service agencies and other related CSIU programs.
  • Participates in presentations as requested.
  • Participates in CSC staff, team and management meetings and in special meetings and/or task force meetings.
  • Attends specified professional development and other training to remain current in the field.

Data Collection/Evaluation:

  • Develops qualitative and quantitative methods to collect information on the usefulness of Center resources, products and services as well as customer satisfaction. 
  • Completes summary reports of compiled data.

Information Processing:

  • Reviews and manages the distribution of regulation directives and other information pertinent to project operations.
  • Provides bi-weekly project status reports to director.
  • Prepares and/or monitors the preparation of monthly, quarterly and annual reports on project activities.
  • Prepares information for news releases and develops and creates resource materials including manuals, publications, pamphlets and videos for use by statewide programs.
  • Maintains regular contact with statewide programs through correspondence, telephone conversations and site visits.           

Non-Essential Duties and Responsibilities:

Education, Knowledge, Experience and Skills Required:

  • Master’s Degree in marketing, journalism, communications, or a closely related field and seven (7) years of increasingly responsible levels of experience in marketing or communications; four (4) years experience supervising staff in a related field.  A combination of a Bachelor’s Degree and ten (10) years of increasingly responsible levels of experience in marketing, journalism, communications or a closely related field that also includes four (4) years experience supervising staff in a related field may be considered.
  • Ability to conceive and implement creative and innovative concepts related to communications and services.
  • High level writing, verbal communication and editing skills required.
  • Experience and high level understanding of design and layout.
  • Ability to organize multiple activities and priorities.
  • Ability to work independently and without a large degree of direct supervision.
  • Ability to contribute and work as part of a larger team.
  • Experience in the use of publication software including, but not limited to, Microsoft Word, Publisher, InDesign, Power Point, Adobe Acrobat, Photoshop and Editor, Dreamweaver and other web-related software. Experience both in PC and Mac environments preferred.
  • Knowledge and experience with effective web design.
  • Knowledge and experience working with education, health, and/or public welfare systems and programs.
  • Knowledge of standard business concepts, practices, and procedures required.
  • Ability to develop and maintain positive relationships and communication with customers and staff.
  • Current Act 151 (Child Abuse) and Act 34 (Criminal Record) and Act 114 (FBI Fingerprint) clearances are required.

PHYSICAL REQUIRMENTS:

  • Ability to pack, lift and move materials for meetings/conferences
  • Ability to visit statewide program sites
  • Ability to do public speaking
  • Ability to operate a computer keyboard without assistance
  • Ability to use a telephone without assistance
  • Ability to travel and a valid PA driver's license

TIME REQUIREMENTS:

  • Twelve month position.
  • Some overnight travel for meetings and training events.
  • Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor.

•     All property, including intellectual property, materials, equipment or actual products and services developed or accrued as part of the job duties and responsibilities listed above, is the property of the CSIU.  It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU.

•     The person employed in this position shall maintain confidentiality with regard to the personal and private information about clients and coworkers, programs and services and any other proprietary information accrued as a result of CSIU employment or as required by state or federal laws and regulations.

•     The person employed in this position must adhere to all requirements identified in the code of professionalism entitled “Ambassadors Are Professionals, Too.”

 

MANAGEMENT REQUIREMENT: 

  • As a supervisory/management staff member, this position is also responsible for representing the CSIU in public networking and partnership activities by maintaining knowledge about and promoting CSIU programs and services and by relaying information about potential grant or other funding sources to appropriate CSIU staff members.
