Job Description 

 

JOB TITLE:  PA Parent Information Resource Center (PIRC) Coordinator

Organizational relationship: The PA PIRC Coordinator reports directly to the Central Susquehanna Intermediate Unit (CSC) Family-School-Community Partnerships Project Manager and in his/her absence to the Early Childhood and Family Development Program Manager. 

JOB DEFINITION:  The PA PIRC Coordinator’s responsibilities include providing technical assistance in building effective parent engagement strategies that help to improve student academic achievement.  The work focuses on improving school-based parent involvement policies, programs and activities and requires conducting needs assessments, data analysis, facilitation and training.  The PA PIRC Coordinator also provides technical assistance on standards based learning and parental options related to ESEA, PA Early Learning and K-12 Standards, quality assurance, funding streams, management structures, and effective family-school-community partnership practices.  In addition, the PA PIRC Coordinator will assist in targeting underserved PA communities to implement PA Institute for Parent-School-Community Partnerships (IPSCP) programs.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Project Development and Planning:
    • Work with PA IPSCP staff to develop project actions plans and timelines.
    • Work with team members to develop resources and informational and promotional materials.
    • Conduct on-going research of best practices and model programs in related areas.
    • Develop workshops and conferences presentations.
  • Project Implementation:
    • Coordinate statewide program activities including implementation of trainings, workshops and conferences, provision of technical assistance and preparation of regular correspondence to the field.
    • Conduct quality assurance site visits.
    • Coordinate the distribution of project information and resources to constituents in the field.
  • Liaison:
    • Develop and maintain contacts with appropriate CSC staff, other service agencies and other related CSC programs
    • Work closely with, PA IPSCP partner agencies, local schools, regional service providers, and appropriate Pennsylvania state level departments to coordinate the implementation of high quality programs intended to fill identified gaps in underserved areas.
    • Attend internal staff meetings as well as conferences and workshops as appropriate related project implementation and assigned duties.
  • Data Collection/Evaluation:
    • Work with CSC staff, the PA IPSCP team, partner agencies and project subcontractors in developing appropriate project coordination, utilizing data collection instruments and methods and distributing evaluation findings.
    • Assist with data collection and processing.
    • Assist with preparing reports as required by the US Department of Education.
  • Information Processing:
    • Review and distribute regulation directives and other information pertinent to project operations.
    • Prepare monthly, quarterly and annual reports on project activities.
    • Research and prepare correspondence and informal bulletins for local and statewide programs.
    • Maintain regular contact with statewide programs through correspondence, telephone conversations, email and site visits.
    • Prepare site visit reports and other reports as needed.
    • Assist in the identification and maintenance of resource materials for use by grantees.
  • Inter-project Coordination:
    • Assist in coordinating CSC projects to facilitate resource sharing and availability of services.
    • Assist the Family-School-Community Partnerships Project Manager, PA IPSCP team and CSC staff with the effective coordination of all PIRC components as well as related initiatives supported by the Commonwealth.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

Education, Experience and Skills Required:

  • Minimum requirements are a Bachelor’s Degree in education or a related social science.
  • Excellent interpersonal, verbal and written communication skills. (Bilingual in English and Spanish preferred)
  • Extensive knowledge of parent involvement in community and/or school settings. (Prior experience working with public schools, particularly Title I schools, understanding of family support principles and engagement continuum, parent or family leadership and collaborative systems work is an advantage.)
  • Ability to conduct needs assessments, data analysis and write reports.
  • Ability to prioritize and organize multiple activities.
  • Ability to work independently and willingness to be a team player.
  • Ability to develop and maintain positive relationships with colleagues and clients both internal and external.
  • Intermediate computer literacy including: word processing, database entry and manipulations, internet searches, online training tools, and developing PowerPoint presentations.
  • Group facilitation/training skills (understanding of and appreciation for adult learners and variety of learning styles).
  • Experience in curriculum or workshop training development.
  • Five (5) years field experience.
  • Valid driver’s license.
  • Current Act 151 (Child Abuse) and Act 34 (Criminal Record) and Act 114 (FBI Fingerprint) clearances are required.

Professional Development Requirements:

  • Training in Parent-School-Community Partnerships models such as Solid Foundations.

Physical Requirements:

  • Ability to pack, lift and move materials for meetings/conferences.
  • Ability to use a keyboard, mouse and telephone without assistance.
  • Ability to drive extensively within Pennsylvania and occasionally to travel outside of Pennsylvania.

Time and Site Requirements:

  • 12-month, 260 day per year position.
  •  Frequent overnight travel for site visits, meetings and trainings.
  • Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor.

  • The person employed in this position shall maintain confidentiality with regard to the personal and private information about clients and coworkers, programs and services and any other proprietary information accrued as a result of CSIU employment or as required by state or federal laws and regulations.
