Job Description 

 

JOB TITLE: Pennsylvania Parent Information Resource Center (PIRC) Director

Organizational relationship: The PA PIRC Director reports directly to the Center for Schools and Communities (CSC) Director and in her absence to the CSC Assistant Director.

JOB DEFINITION: The Pennsylvania Parent Information Resource Center Director has primary responsibility for the planning, development and implementation of statewide projects related to the PIRC.  PIRC is responsible for increasing parents’ understanding of standards-based learning; state, and local reports; public school choice; and supplemental education services (SES) as mandated by the No Child Left Behind Act.  This includes monitoring of daily operations and supervision of professional staff, fiscal management and ongoing fiscal viability of assigned initiatives.  In addition serves as PAT State Systems Leader.  Program responsibilities including provision of training, technical assistance and evaluation are coordinated with the priorities of the USDOE and other state and local agencies involved with the PIRC.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Planning:

  1. Plan, develop and implement grogram designs and project action plans in conjunction with CSC Director, and U.S. Department of Education staff.
  2. Conduct research, identify and implement new and expanded service markets and opportunities.
  3. Conduct ongoing research of model programs and projects in related areas through literature review and attendance at state and national conferences and meetings.
  4. Research, develop and write funding proposals.

Management:

  1. Supervise early childhood education and parent involvement staff. 
  2. Develop requirements for research and monitor all sub contract agreements to assure achievement of project goals.
  3. Assure parent/family involvement activities are research based and aligned with the requirements of the grant.
  4. Provide fiscal management of program budgets for assigned projects.
  5. Insure that the requirements of the PIRC contract are met and maintain compliance with regulations.
  6. Direct, coordinate and monitor program development and implementation of technical assistance, training and evaluation activities for the Initiative.
  7. Design, implement and facilitate appropriate training for the initiative.
  8. Serve as statewide resource to schools, early childhood professionals, families and community agencies through:
    • on-site technical assistance
    • development and implementation of state and regional trainings
    • arranging and/or conducting workshops and conferences
    • resource development
    • regular correspondence
  9. Manage the collection and recording of program data.

Inter-Project Coordination:

  1. Convene on a regular basis, statewide coordinators, managers and contractors to provide coordination among the CSC initiatives to facilitate resource sharing and availability of services.
  2. Direct in-house coordination efforts and inter-agency arrangements related to coordinating services.
  3. Identify and pursue the development of new and expanded service markets and opportunities.

Liaison:

  1. Develop and maintain professional contact with Pennsylvania Department of Education staff, Pennsylvania Department of Public Welfare staff, PAT National Center staff, PAT state leaders and appropriate Central Susquehanna Intermediate Unit staff, other service agencies and other related CSIU programs.
  2. Collaborate with specific Pennsylvania Department of Education and Health staff to plan and assess project implementation.
  3. Design and conduct presentations on initiatives at state and national level meetings.
  4. Attend CSC staff and team meetings and in special meetings and/or task force meetings.
  5. Attend specified conferences to remain current in the field.

Data Collection/Evaluation:

  1. Assist the Evaluation Director to develop appropriate evaluation methods and data collection instruments for assigned initiatives to demonstrate effectiveness.
  2. Conduct in-service training for statewide providers on use of instruments.
  3. Prepare and distribute summary reports and compiled data to the Pennsylvania Department of Education, providers and other appropriate entities in conjunction with the CSC Director and Assistant Director.

Information Processing:

  1. Review and distribute regulation directives and other information pertinent to project operations.
  2. Provide monthly project status reports to Director.
  3. Attend monthly budget review meetings with Statewide Operations Manager.
  4. Manage the preparation of monthly, quarterly and annual reports on project activities.
  5. Manage the preparation of information for news releases, develop and create resource materials including manuals, publications, pamphlets and videos for use by statewide programs with review from the Department of Education.
  6. Maintain regular contact with statewide programs through correspondence, telephone conversations and site visits.

Other Related Duties:

  1. Identify, coordinate or provide training or other technical assistance needs.
  2. Manage the development of tools, resources, etc.
  3. Submit reports as required.
  4. Model principles of collaboration and family centered practice.
  5. Represent family centered services systems at Regional, State, National meetings.
  6. Work closely with local/regional coalitions and initiatives as appropriate and conducive to community collaborations and family-focused services.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Other duties as assigned.

EDUCATION, EXPERIENCE AND SKILLS REQUIRED:

  • Minimum requirements are a Master’s Degree in Education, or a closely related field.  Doctorate preferred. Twelve years of related experience including extensive experience with public education, state and federal policy required. Equivalent combination of post-masters education and work experience will be considered.
  • Knowledge and experience of effective parental engagement research and strategies.
  • Excellent interpersonal skills and written communication skills.
  • Extensive knowledge and experience working with education, public welfare and health systems and programs.
  • Knowledge and experience of federal education legislation including No Child Left Behind Act, Title 1 and special education.
  • Well developed understanding of state government, contracting processes and grant management.
  • Extensive knowledge and experience in program planning, development and management.
  • Previous experience with education improvement projects.
  • Ability to develop and maintain positive communication with departments, local programs and the Center for Schools and Communities staff.
  • Ability to work independently and without a large degree of direct supervision.
  • Ability to organize multiple activities and priorities.
  • Computer skills; minimally word processing skills.
  • Previous experience as a trainer.
  • Strong public speaking skills/experience.
  • Ability to effectively supervise staff and deal with sensitive personnel issues.
  • Current Act 151 (Child Abuse) and Act 34 (Criminal Record) and Act 114 (FBI Fingerprint) clearances are required.

 

PHYSICAL REQUIREMENTS:

  • Must be able to drive a motor vehicle to travel statewide
  • Must be able to lift and carry materials and equipment up to 40 lbs for meetings/conferences
  • Must be able to use computer keyboard and telephone unassisted
  • Must be able to fulfill all public speaking requirements

TIME AND SITE REQUIREMENTS:

  • Twelve month position
  • Statewide travel for training, technical assistance and site visitations
  • Overnight travel for meetings and training events

  • All property, including intellectual property, materials, equipment, or actual products and services developed or accrued as part of the job duties and responsibilities listed above, is the property of the CSIU.  It may not be used for personal profit of gain and will be relinquished to the CSIU upon termination of employment from the CSIU. 
  • The person employed in this position shall maintain confidentiality with regard to the personal and private information about clients and coworkers, programs and services and any other proprietary information accrued as a result of CSIU employment or as required by state or federal laws and regulations.
  • The person employed in this position must adhere to all requirements identified in the code of professionalism entitled "Ambassadors Are Professionals, Too."

MANAGEMENT REQUIREMENT:

As a supervisory/management staff member, this position is also responsible for representing the CSIU in public networking and partnership activities by maintaining knowledge about and promoting CSIU programs and services and by relaying information about potential grant or other funding sources to appropriate CSIU staff members.
