INTRODUCTION
In 1999, the Education Leading to Employment and Career Training (ELECT) Program was expanded to include program services to custodial and non-custodial fathers. Currently, there are 27 EFI programs funded across the Commonwealth that operate out of school districts, intermediate units and vocational-technical schools.
ELIGIBILTY
To receive services, participants must meet all of the following criteria:

Expectant or custodial/noncustodial young father

Enrolled in school or an approved General Equivalency Diploma (GED) Program

Under the age of 22

Personal gross earned income does not exceed 235% of the Federal Poverty Income Guideline (FPIG) which is verified

Pennsylvania Resident
NOTE: Fathers do not have to receive welfare benefits to participate. However, if fathers receive welfare benefits, collaboration and monthly meetings with the CAO must occur.
Entry into the program is on a volunteer basis. Nevertheless, once enrolled in the EFI, fathers must comply with the program requirements in order to continue participating in the EFI.
