The Pennsylvania Department of Health’s Special Kids Network System of Care is working with communities across Pennsylvania to improve access to services for children with special needs. Although every resource may not be available in every community, we can work with you and other community members to improve or develop needed services.


What can the SKN System of Care Coordinators do for you?

  • Provide assistance with systems development and interagency collaboration. Help community stakeholders in identifying, creating, enhancing, or advocating for community-based services.
  • Participate in and facilitate activities for community development, coalition building and program development. Provide assistance with grant writing and identification of funding sources.
  • Identify community needs and assist in developing services that are family-focused, coordinated, comprehensive, community-based, and culturally appropriate.
  • Develop community resource maps that identify local services, resources and gaps in services.
  • Work closely with the Elks Nurses and the Department of Health to assist with coordination of services for children and youth with special health care needs.

Special Kids Network Information and Referral Helpline

The Pennsylvania Department of Health’s Special Kids Network also provides free information and referral services through a statewide helpline dedicated to assisting families of children and youth with special needs. The Special Kids Network Helpline can connect you to local resources if you call our toll-free number, 1-800-986-4550, or visit the SKN Help in PA web site and searchable resource database, www.helpinpa.state.pa.us

Who are children with Special Health Care Needs?

Children who are at increased risk for chronic physical, developmental, behavioral or emotional conditions. This includes chronic conditions or illnesses such as cerebral palsy, developmental delays, ADHD, depression, asthma, sickle cell anemia, autism and cystic fibrosis.
